Participant Compliance, Service & Operational Procedures
Applicable to Approved AGLC Licensees, Agencies, Manufacturers & Industry Participants

 

1. PURPOSE

This Procedures Manual establishes the operational standards, compliance procedures, and participation requirements for all businesses, agencies, manufacturers, licensees, sponsors, exhibitors, and representatives participating in Edmonton BeerFest and related BeerFest Days events.

These procedures are intended to support:

  • Responsible liquor service
  • Public safety
  • Crowd management
  • Product accountability
  • Regulatory compliance
  • Operational consistency
  • Protection of the Special Event Liquour Licence (“SEL”)

 

2. EVENT AUTHORITY

The SEL is held solely by:

Festival Organizers

Festival Management maintains final operational authority regarding:

  • Licensed premises operations
  • Product approvals
  • Liquor service procedures
  • Booth operations
  • Ticketing systems
  • Redemption accounting
  • Security operations
  • Compliance enforcement
  • Public safety measures

All Participants operate within the conditions established by:

  • Alberta Gaming, Liquor and Cannabis (“AGLC”)
  • Municipal authorities
  • Fire and occupancy regulations
  • Festival operational policies

3. PARTICIPANT CHECK-IN PROCEDURES

3.1 Arrival Requirements

Participants must:

  • Arrive within assigned load-in windows
  • Report to Festival Operations upon arrival
  • Check in prior to accessing the Licensed Premises
  • Ensure booth representatives are identified

Required documents may include:

  • AGLC licence or registration information
  • ProServe certification
  • Insurance documentation (if requested)
  • Product approvals
  • Vendor credentials

 

3.2 Late Arrival Procedures

Participants arriving after assigned setup times must:

  • Report immediately to Festival Operations
  • Receive approval before entering operational areas
  • Follow revised setup instructions if operational adjustments are required

Festival Management may:

  • Restrict setup access
  • Delay operational approval
  • Reassign booth space
  • Deny participation where operational integrity may be affected

 

3.3 No-Show Procedures

Participants unable to attend must notify Festival Management immediately.

Failure to attend without notice may result in:

  • Booth reassignment
  • Operational disruption documentation
  • Loss of future participation privileges
  • Financial penalties or forfeiture of fees where applicable

Repeated no-shows may be treated as a material operational risk to the SEL holder.

4. PRODUCT RECEIVING & INVENTORY CONTROL

4.1 Product Approval

Only approved products may enter the Licensed Premises.

Festival Management reserves the right to:

  • Deny unauthorized products
  • Restrict quantities
  • Control sample sizes
  • Remove products creating operational concerns

4.2 Product Handling

Participants must:

  • Maintain proper product storage
  • Prevent unauthorized access
  • Follow sanitation and safety requirements
  • Maintain accountability of product inventory

4.3 Unauthorized Product Procedures

Unauthorized liquor products may:

  • Be removed from the premises
  • Be documented for compliance purposes
  • Result in participant suspension or removal

5. RESPONSIBLE LIQUOR SERVICE PROCEDURES

5.1 Service Standards

All liquor service must comply with:

  • Alberta liquor laws
  • AGLC policies
  • ProServe standards
  • Festival operational procedures

5.2 Refusal of Service

Service must be refused to:

  • Minors
  • Intoxicated individuals
  • Persons attempting proxy purchasing
  • Disruptive or unsafe guests

Security or Festival Operations must be notified where necessary.

5.3 Over-Service Procedures

If over-service concerns arise:

  1. Service must stop immediately
  2. Festival Operations or Security must be notified
  3. Incident details may be documented
  4. Festival Management may:
    • Suspend booth service
    • Remove staff
    • Restrict operations
    • Remove the Participant from the event

6. STAFFING PROCEDURES

6.1 Staff Requirements

All liquor service personnel must:

  • Hold valid ProServe certification where required
  • Conduct themselves professionally
  • Follow Festival operational procedures

6.2 Staff Conduct

Prohibited conduct includes:

  • Harassment
  • Aggressive behavior
  • Intoxication while working
  • Unsafe service practices
  • Failure to follow operational direction

Festival Management may remove any individual from the event.

7. MARKETING & PROMOTIONAL PROCEDURES

7.1 Approved Marketing

All promotions must comply with:

  • AGLC advertising standards
  • Municipal regulations
  • Canadian advertising standards
  • Festival branding policies

7.2 Prohibited Promotions

Participants may not:

  • Encourage rapid consumption
  • Promote intoxication
  • Conduct unsafe inducement promotions
  • Misrepresent sponsorships or affiliations
  • Use unauthorized Festival branding

8. BOOTH OPERATIONS PROCEDURES

8.1 Booth Standards

Participants must:

  • Maintain clean booth spaces
  • Keep walkways clear
  • Follow fire and occupancy requirements
  • Operate within assigned areas

8.2 Early Closure Procedures

Participants may not close early without authorization.

Unauthorized early closure may:

  • Disrupt crowd distribution
  • Affect responsible service planning
  • Create operational concerns for the SEL holder

Festival Management may:

  • Document the incident
  • Restrict future participation
  • Adjust reconciliation calculations

8.3 Unauthorized Shutdowns

Participants may not:

  • Abandon booths
  • Suspend service without authorization
  • Leave operational areas unattended during service hours

Operational interruptions may be treated as compliance concerns affecting the Licensed Premises.

9. TICKETING & REDEMPTION ACCOUNTING PROCEDURES

9.1 Redemption System Authority

All Redemption Systems are controlled solely by Festival Management.

This includes:

  • Tickets
  • Tokens
  • Wristbands
  • Digital systems
  • Sample tracking
  • Vendor settlement calculations

9.2 Prohibited Redemption Activity

Participants may not:

  • Transfer redemption value between vendor registers
  • Manipulate redemption reporting
  • Redirect settlement balances
  • Alter reconciliation totals
  • Conceal operational violations

9.3 Reconciliation Audit Procedures

Festival Management reserves the right to:

  • Audit redemption records
  • Inspect reporting systems
  • Investigate discrepancies
  • Suspend redemption privileges

Unauthorized manipulation may result in:

  • Immediate removal
  • Financial reconciliation adjustments
  • Compliance documentation
  • Restriction from future participation

10. INCIDENT REPORTING PROCEDURES

Participants must immediately report:

  • Injuries
  • Over-service incidents
  • Security concerns
  • Product issues
  • Guest altercations
  • Property damage
  • Unsafe conditions

Reports should be directed to:

  • Festival Operations
  • Security
  • Emergency Services where necessary

11. SECURITY & SAFETY PROCEDURES

Participants must comply with:

  • Security screening procedures
  • Emergency evacuation procedures
  • Crowd management instructions
  • Fire safety requirements

Weapons, illegal substances, and unsafe materials are prohibited.

12. COMPLIANCE INSPECTIONS

Festival Management and regulatory authorities may inspect:

  • Booth operations
  • Inventory
  • Service practices
  • Storage areas
  • Redemption systems
  • Staff certifications

Failure to cooperate may result in removal from the event.


13. OPERATIONAL ENFORCEMENT

Festival Management reserves the right to:

  • Suspend service operations
  • Remove participants
  • Remove staff
  • Restrict booth activity
  • Adjust operational permissions
  • Document compliance concerns

Operational enforcement decisions are final.


14. RECORDKEEPING & DOCUMENTATION

Festival Management may maintain documentation relating to:

  • Operational incidents
  • Compliance concerns
  • Service interruptions
  • Reconciliation discrepancies
  • Security incidents
  • Participant conduct

Documentation may be retained for:

  • Operational review
  • Risk management
  • Insurance purposes
  • Regulatory compliance purposes where applicable

15. ACKNOWLEDGEMENT

Participation in Edmonton BeerFest constitutes acknowledgement and acceptance of:

  • Festival operational procedures
  • Responsible liquor service requirements
  • Alberta liquor laws
  • AGLC regulations
  • Municipal and safety requirements

Festival Management reserves the right to amend operational procedures where necessary for legal, regulatory, safety, or operational purposes.
